I guess there are many different ways to obtain and electric  wheelchair.  
Stealing one is just one of them.
 
But there is only one correct way, starting with your medical doctor-rehab  
medicine.  Your doctor writes the order to have you evaluated by a  certified 
occupational therapist.  The OT will then begin the process of  measuring you, 
determine your needs and achievable goals and helps determine  that which will 
work best for you.  The evaluation goes back to the doctor  and they write 
the order for the chair and accessories.  The order goes to  the DME/Provider 
who then begins the process of working with you to determine  what chair will 
meet the needs of the evaluation.  After that is  determined, the request goes 
to CMS-Medicare/Medicaid for review and  approval.  Once the approval is given, 
the chair is "coded" and ordered  from the manufacturer.
Depending on your personal needs and how complicated your chair order is,  it 
could take 1-3 months and longer.
