[QUAD-L] GPS Tracker?

Anyone know of a GPS tracker That lets Cell Phones locae it. With no fees? Prefer one that has an emerency button that calls home. I found a bunch that have monthly fees, some even said "No Fees" in the title, then fine print said $20 a month.   Thanks
