There are a lot of options available now for people to make a website using
a website builder. The website builder on these sites have templates you
choice and some are drag and drop. So it's not complicated as it use to be.
It looks like some offer a free option (with ads) to try it before you pay
for a premium plan.

https://www.dreamhost.com/website-builder/   (I use another plan on
Dreamhost for my site)
https://www.weebly.com/   (I made a free site for business here, it was
easy to use)
https://www.godaddy.com/websites/website-builder   (I've made a few sites
at GoDaddy but have not tried the web builder)
https://www.wix.com/    (seen it advertised but I have no personal
experience)
