John, I'd put in as much RAM as you can afford...  Photoshop 2.5 (yes,
I'm dating myself) works fine on just about any '030 or newer Mac, and
is reasonably fast.  My 650 works just fine for image manipulations,
but, since I also have a PowerMac 7100/80 (which is inside a 650 case,
btw), I usually use that one as my "daily driver", and keep the 650
around for playing games like Arkanoid (1.1 runs fine on any Mac that
can do 24-bit addressing).
