My first try was with a Western Digital 1 GB ATI drive from a pile of PC
parts. With the jumper in the Master position, the drive would not load
on the desktop when booting from the Performa 630 series System Software
CD (7.5 I believe). I plugged it into my G3 to format it, choosing
Standard over Extended. When back in the 638, it would still not load. I
tried using the "Install HD Format 1.2" on the System Software CD but it
reported: "No ATA device found in the drive queue."

My next try was with the leftover 8 GB Quantum Fireball that was long
ago replaced in my G3. Booting again from the CD with the drive as
Master, it loaded on the desktop. The drive had the "Where did my files
go?" icon on the root level of the drive because it was in Extended
format. Okay, I then hooked up the 8 GB drive to my G3 to reformat it to
Standard. Now when I hook it up to the 638 as Master, I get a Sad Mac
0000000F/00000001. If I set the jumper in any other position, the Mac
will boot off the CD but the hard drive will not load.

When I put the original 500 MG drive back in the 638, it works fine.

Try a disktools boot disk from Gambas

Check the other tools on offer there.
Sorry I'm no help with IDE macs, maybe reformat the drives as hfs+ which the 638 can seem to see but not use, then use a formatting tool via a floppy on the 638.
Another way would be to replace the cd-rom with one of the drives you wish to use and use the 500mb to format it, copy or install a OS on it and then swap the 500mb out and return the cd-rom.
