I buy computers for next to nothing on Ebay, fix them up, and give them to disabled people in the area. I have some Mac 5200/75's that came from a school in Texas and they are controlled by a program called At Ease. Lot of good educational programs included but you need to have a password to get past it and nobody at the school in Texas has the Administrator's password. This thing prevents the computers from being set up for the Internet because you can't get to the hard drive or the bulk of the Control Panel. I can see it to prevent the kids from getting into the System Folder and messing them up.
