Our MUG has done a similar thing with a number of Performa 580 and 580 CD models.
We installed OS 7.5.5 because, as you say, that was the last OS that was in the pulbic domain. Apple made the 7.5.5 package available as a CD-ROM installer as well as a package of something like 14 HD diskettes. This was a number of years ago and I don't know if it is still available from Apple or not. I am in Canada and would have bought mine through Apple Canada back before there was such a thing as the Online Apple Store.
In any event, the package really boils down to a 7.5.3 Installer and a 7.5.5 updater, as I recall. There is a 7.5.3 Disk Tools diskette which could be used to boot the Mac and wipe an internal hard drive clean.
I would think all this would be available somewhere in the depths of the Apple web site, depending upon your patience to go looking for it or someone else supplying a URL.
