Unless the Mac sees a valid system folder when it is trying
to start up, you will get the blinking question mark. You can either use
a valid startup floppy (assuming yoy had a drive!) or start from a hard
disk with a valid system installed. Don't know how you are going to get
started unless you can put the 
hard drive in another machine to install a system folder. Even that has
problems depending on the machine used to install the system.

This taxes my archived knowledge of the 68040-based machines:

If you can get an OS 8 or 8.1 CD, and a CD drive, you can start it off
of the CD, and do an install to the HD from there.  The 476, IIRC, has a
scsi port, and would thus need a scsi CD drive.
