I personally prefer not waiting a long time for feedback, the faster the
better.
Having a model where we quickly iterate through the various stages
sounds great.

We could nominate/tag/whatever a head in git as the integration head
for the next submission window. Then for X time people can submit
stuff based on that head. Then for Y time we all go through and review
submissions, figure out what's uncontraversial, what needs minor work,
what needs significant work, etc. Optionally we might have a further
small feedback/nits window to allow people to address nits and resubmit.
Rinse, lather, repeat.
When Vincent posted that patchwork list and everyone commented on
stuff, that felt almost like a review-fest - and it felt good! Maybe
we could do that more often... ;)
