I think this is probably right.
Unfortunately my private email exchange does not explain the reason for the
failure in the absence of DR election for every hello received.
It only shows pimd was actually missing some required DR elections.

I think however we should not solely revert the election-per-hello commit
because it would actually reader DR election broken for some cases.
As soon as we reach a tested better fix, then the right action would be to
remove the election-per-hello behavior.
