These are just like solid tow ropes. You need someone in the rear car to do the steering and that prevents the cars coming together. The real advantage is that the rear car doesn't need brakes to try and keep the 'towrope' tight. Most modern cars have fully servo'd brakes which basically means virtually NO brakes without the engine running.
