If you're competing in the UK then I don't think that you have to have
(expensive) FIA approval - that's only for international races. You will
have to comply with the regs from section K of the Blue Book, which you can
read here:
http://msauk.org/uploadedfiles/msa_forms/bluebooks/13/151_189_Common_Regulations_for_Competitors_%28Safety%29_%28K%29.pdf(or
 from
http://msauk.org/site/cms/contentviewarticle.asp?article=1158 if the spaces
in the direct link don't work). People do make their own cages, but you
have to be very sure of your welding ability, as you can guarantee that a
scrutineer will be particularly interested in a home-made cage. I'd talk
to one of the manufacturers about a one-off - try the likes of Caged,
Custom Cages or Safety Devices, especially if you think you might want to
do some sort of competition in the future.

The biggest problem with a Q might be finding a suitable class for
competing in. I don't know what the entry-level race scene is like these
days, but I know that if I did a speed event (hillclimbing or sprinting) in
my H4 then much of the time I'd be in a specialist production car class up
against Seven clones, often with bike engines. And whilst I'm not in it
for the winning (yet....), it's nice to think that you might have a
chance......
