They look like this (Earlier version) or this (solid state version). Mounted on the rear of the instrument cluster. You can measure the output to the common connection of the 2 gauges, should be 10v i think though if it’s the early type regulator you may see a pulsing voltage.
But, as Bill says, the fuel gauge going to full is the opposite effect to the temperature gauge. It could be an earthing issue on the rear of the cluster.
