Does the indication lamp come on and then go out with the engine running? If you disconnect the wires from the switch, does the gauge go to full scale or not move. If it still goes to full scale, a wiring fault is indicated. If not then the switch is internally shorted. No change! Take one wire plug off. No change! Take the other wire off. No Change! swop the wires round. No change. and yes if you turn on the ignition the gauge does go to max.
