The Developer tools are traditionally not localized. Quartz Composer will be translated into other languages and number formats if there are enough people in the world wide community using it, like Xcode or Interface Builder. The best thing to do is file an enhancement request for Quartz Composer to be localized so that Apple knows who is using it and for what purposes.
