I'm not sure I understand. Is this some kind of special procedure required by your particular needs? I don't think I've ever had a need to install firmware in VMs in that sense. Or, if I did, I was able to do so via a package manager like yum or dnf. It's possible that I'm simply ignorant about this topic.
