For me it has worked with QubesOS R2 (KDE,XFCE), R3 (KDE,XFCE) and now R3.2-rc2 (XFCE) out of the box. For instance Alt Gr+E gives the Euro sign (€) and Alt Gr+0 (}) as expected. I using Generic 105-key (Intl) PC model and layout "Swedish" with my Dell laptop Swedish keyboard.
