I've created /etc/X11/xorg.conf.d/20-intel.conf in dom0 and placed the below 
lines in it. Solved the tearing for me, but ymmv.

Section "Device"
   Identifier  "Intel Graphics"
   Driver      "intel"
   Option      "TearFree" "true"
