And as for your Fedora 24 issues, it's sounding like your /etc/yum.repos.d/qubes-r3.repo file is mis-configured. You should manually verify/edit them to read something like baseurl = http://yum.qubes-os.org/r3.2/current/vm/fc24 rather than rely on the sed method in the instructions.
