try doing it via a terminal in the templates

$sudo dnf update

$sudo apt-get update
sudo apt-get dist-upgrade

fwiw for myself, the qubes manager fails or is so slow I only use it to
make appvms or change/add applications  lately


so I guess this is a new install of yours?
