Remember buster still doesnt have a release date, and is still "testing". There'll be some changes before release, but yes, the buster template seems fine. If by "switch to Debian" you mean switch dom0 to Debian, I dont see this happening. With target of a GUI domain and management domain, there's more likely to be a very lightweight dom0.
