Really? I haven't upgraded to whonix 15 yet, and i'm really not very familiar with it, but i can't imagine that whonix would intentionally use a version of tor browser without noscript or https everywhere.
Maybe you're affected by the security certificates bug that affected firefox and derivatives a while back, where extensions disappeared? Try updating tor browser to the most recent version and see if the extensions come back. Or reinstall tor browser in the template.
