I have several Sandisk Ultra_Fit 32Gb which refuse to even be seen by my sys-usb (fedora-32 based template) but works just fine passing the device if I were to use dom0, which obviously I don't like to do but the devices are useless otherwise.
Are you using a sys-usb vm with its own controller? What templates are you using?
