Yes absolutely, that's one of the major reasons to have those point-point releases: make all the updates that happened available in the install medium.

Technically if you had successfully installed R4.0 just by keeping it up-to-date you would now have the equivalent of R4.0.4. But sometimes as it appears in your case it might be hard to get it installed without all those updates present from the start.
