For what it's worth, there are (at least) two time-freq related mailing lists currently. [email protected] is focused mainly on GPS timing issues, though its charter wanders quite a bit from that. It's been fairly quiet lately. [email protected] has a charter that maps very closely to your proposal, though it's aimed primarily at non-professionals in the field. It's quite active with nearly 200 members and has a public archive.
