Yes, Dave recently implemented a new scheme which basically does that. I
don't know a lot about it, but it's in the latest ntp-dev tarballs.

I don't know what you mean by "cluster/survivor". There is of course the
local clock and Manycast schemes, both of which are documented, and the
new orphan scheme, which is also documented. See the latest
documentation on the web.
