Yes, that looks like PPS accuracy, but I had nothing like that. I was using ISO images from: ftp://ftp.uk.freebsd.org/pub/FreeBSD/releases/i386/ISO-IMAGES/5.4/ How does you ntp.conf compare with mine? Perhaps you have a flag in there which I don't?
