The driver cannot compensate for the round trip delay time from the stratum
1 server to your stratum 2 client (it only runs on the stratum one server
and has no knowledge of your client).  The NTP algorithms compensate compensate
for a symmetrical round trip delay but cannot compensate for any assymmetry
(at least for the minimum delay - there is an option, huff and puff, to 
compensate for temporary excesses).
