Yes, but it is really intended that the first PC be synced to primary reference clock like a GPS or radio clock. You could test this easily - a Windows port is available here: http://www.meinberg.de/english/sw/ntp.htm You could also just use NET TIME /SET when logging into the second PC - depending on the accuracy you want.
