For the purposes of automating the TarballTable we need to have the
release process generate a latest-blah and md5 files for all tarballs
(snapshot, RC, and release). And given that an RC effectively replaces
the run-of-the-mill ntp-dev snapshots it makes sense to use the
latest-dev file. I'm please to note that the RC tarball release process
did the Right Thing and the development links (including the MD5 link)
point to RC1. It looks like I need to revisit the TarballTable script
and fix the version column to include an RC tag.

Maintaining copies of the RC tarballs, or just sym-links to the dev
snapshot tree, in the release directory (whatever the reason) has no
effect on the TarballTable. My only suggestion, which echos a previous
comment, is that we use the same file name in both locations to prevent
confusion.
