My apologies. Yes this is broken and needs to get fixed the way that Peter recommends. Unfortunately I won't be able to get to it until tomorrow as my network connections are very flaky right now. This is an essential fix for 4.2.1 and the bug should be marked as blocking. Harlan, if you have time to put it in you should do so. Peter's fix is correct.
