Why was this paper posted here? What has this to do with NTP? I cannot imagine it being relevant for any mailing list or news group that deals with NTP.
Unless you have a specific NTP-related purpose please do not post here. For something very technical it would belong in hackers or the NTP working group if it's protocol related.
