*If* you are synchronizing to a PPS signal, the documentation states:

> Because of the way these data are recorded, the residual phase
> measurements shown in the loopstats file are misleading when the
> PPS signal is the synchronization source

The doc goes on to state:

> Accurate phase measurements can be determined by running grep
> on the peerstats file and looking for the string "127.0.0.1".

Note, the 127.0.0.1 is incorrect and should be the reference clock
address (e.g., 127.127.20.0 for an nmea gps at /dev/gps0).

So, according to the doc, the offset in loopstats, when synching to a
PPS device, is inaccurate.
