Have you tried 127.127.8.3 ?

On Unix the driver expects to see a /dev/refclock-N sym-link; I have no
idea how this is handled on Windows.

The 'N' in the sym-link matches the last number in the "driver address"
on the server line:

        127.127.8.N (where N is between 0 and 3 )
