Hi, Joshua: I had the same problem as you several months ago. The offset and jitter are in the range of 20-60ms. And ntpd kept compalining about lost syncronization. Tried different modems and phone lines, but didn't help. Eventually, gave up and went with GPS source. Have to spend a lot of money to submit the architecture plan, pull cables and a GPS signal booster. Tweaking the modem setup seems to be the right direction. Good luck and post if you fix the problem.
