Note the example of "EST+5" as being Eastern Standard Time (i.e., US East Coast). No clue *why* TZ is backwards, but it is. If you live in a timezone called EDT, which is UTC-0400, then you set TZ to EDT+4 (or just EDT4 --- plus signs are optional). Notice the sign reversal.
