I have an assignment to study the details of NTPv3 RFC and produce my report on that. So i thought i will go through the latest NTPv3 implementation and find the algorithms used. It seems that certain algorithms have been changed in NTPv4. Thats why i am looking for NTPv3 implementation.

What exactly do you mean by "stable"? The ntp3 releases out there contain now-known bugs in both the algorithms and the "operational" code. These bugs have been fixed in subsequent (ntp4) releases of the code.
