It's certainly in violation of a SHOULD NOT rule (SNTP server for NTP
client).  As I remember it, it also reflects various time quality 
measurements in the request back to the client, with the result that
an unsynchronised client will see the server as having unusable time,
but a synchronised client will see the server as valid.

(The other bug in server mode is that the stratum is always reported
as 2, no matter what the real one.)

Requiring w32time as as server for Unix or routers is generally a political
decision from a company with a policy to use Microsoft if possible.
