The wheel reinvented once again. As I see it now, the issue is rather old - 
Linux 2.6 kernel with HZ=1000. After recompiling with HZ=100, the ntpd 
behaviour changed significantly: http://lx.ujf.cas.cz/ntp-lx/kernel. 
Although there is a code in 2.6 watching for "lost ticks", false positives 
may occur. Hope that their probability is negligible at HZ=100 and that the 
current behaviour holds out.
