Actually i was not talking about Win32 implementations. I remember that
I had to implement these rules for an embedded telecom equipment where
the calendar time was used for timestamping of SNMP traps/events as
well as for Performance Monitoring management. Obviously in that case
we did not have any requirements for the clock stratum/precision.

Now I wonder wether this behavour was invented by our system engineers
or it is a widely used/standard behavoir for that class of equipment.
