NTP being a network protocol with an implementation: Where in the network
protocol are timestamps of 64 and 128 bits? Please explain!

See RFC-1305 page 50. In the description of the packet format the four timestamps are all shown as 64 bits. AFAIK 32 and 128 bit timestamps are a figment of someone's imagination.
