Hm, then this sounds like a bug. However, no such thing has yet been reported. We'd have to find out when exactly this happens, whether the upstream server is in deed temporarily unreachable (in terms of network packet reachability). It seems that just one of ntpd's threads dies silently, while the rest still keeps running.
