On Windows 2003 with SP1 (or SP2, it has recently been released), Windows Time Service works reasonably well. However, the resoluton of Windows 2003 and older is limited to 16 ms, and typically you will see 32ms swings.

Incidentally, you can tweak many Windows Time Service settings via the registry or change many machines network-wide via Group Policies.
