For what it's worth, the Firefox extension FoxClocks [1] stores the Olson data in an XML format. Look (138 KB): <http://www.stemhaus.com/firefox/foxclocks/data/zones-noserver.xml> The extension also checks the website weekly to see if it's been updated. Obviously, the author of FoxClocks probably wouldn't like people hitting his server from other applications, but if you were serious about this, you may want to discuss things with him.
