I'm not sure it's really advisable to assume the second of the above
points.  On the cable modem system at my home, the host that is
connected directly to the cable modem could very possibly get a
different IP address when the lease runs out -- and I assume many
ISP's offering only dynamic addresses (or static addresses for an
extra fee) may change the address gratuitously on a new lease, just
to emphasize that they can.

Obviously, a host which is stuck with using a dynamic IP address in
such a situation won't be of much use as a server to the outside
world -- but if ntpd is syncing to external servers, it really needs
to be able to use whatever address happens to be assigned to a NIC
at any given time.

And yes, I realize that many cable or DSL modems (unlike the one
given to me for use at my home) have a builtin NAT router/firewall
that will shield a user's computer from external address changes --
but this shouldn't be assumed if it doesn't have to be.

In my own case, I sidestepped the problem by arranging for a static
IP address (which my ISP gave me at no extra charge) -- but not
everyone may be able to do this.
