 I suppose, however people are involved.


Since NTP is open source, I also don't see any reason why you,
 (or anyone else) could not make the changes they wish for.

 Rather than waiting for a maintainer/developer/committer/...
  to become "passionate" enough about the ideas at hand
   to volunteer their free time to make codes changes,
    and test to see if it is better (if they can).

    ... or if the NTP testing lab doesn't have any systems
     that behave that way, then wait till others, that do
     have platforms that the results of the code changes
     could actually be seen on, to test the changes, ...


 From occasionally following some of the NTP bug traks,
  it is obvious that some developers are much more interested
  in a giving particular issue than others, and take it upon
  themselves to research, test, modify, retest, ... the issue
  to their satisfaction.  (Like many open source projects.)


 There are even some with an Assignee of "MaintainerNeeded";
  Which might indicate that perhaps not enough people are
   donating their free time, to cover all of the current
   NTP development needs.
