Beware that ntp treats a PPS signal as a time source. A Rubidium oscillator is a frequency source, so it will slowly but inevitably "run away", unless locked to a proper time source. Without such locking, the Rb should not be used as a PPS source (but could very well be a replacement for the clock's crystal).
