Maybe it cannot be rightfully called SNTP, but it is what we have.

The SNTP supplied with the reference implementation (4.2.5p32) seems close to that. It spreads the steps out, but using tickadj, to slew at +/-500ppm, typically, but seems to have no concept of frequency.
