Given the nature of *pool.ntp.org, wouldn't "preempt" make sense to be
used with these servers?
E.g., if something goes wrong with one of them, preempt instead of keep
trying to use it.
Unless "preempt" means "on error, abandon forever that entry in ntp.conf
and rely on the other server entries instead" - in which case this would
be a bad strategy after a long time. The man page is unclear whether any
retry is performed on error with preempt.
