Chad is probably running CentOS 5 or similar. For some reason, when
you configure the time using the Gnome GUI, it always inserts that
LOCAL refclock (and some other stuff like restrict lines). Even if you
manually edit your ntp.conf, if you change anything via that GUI, the
LOCAL refclock will return.
